Rare Canadian Spec IS F Certified In The USA?!

Seeing a Lexus IS F on the road is not as common as seeing any generation BMW M3 anywhere. I was randomly browsing cars online and found a clean low mileage Starfire Pearl IS F that caught my eye. It had the two tone graphite and polished 19″ BBS wheels which is available as an option worldwide. In the U.S.A., the two tone wheels were only available on the limited Neiman Marcus Launch Edition which only came in Obsidian. Upon further inspection, I see this IS F has no navigation, no Mark Levinson, no bluetooth, but it does have headlamp washers which is normally packaged with park assist in the colder regions.

After looking at all the pictures, I see that the car has a Canadian vin plate and all the instrumentation was switched out from metric to U.S. standard. In the description, the dealer says that this is a Lexus Certified Pre Owned Car. It is to my understanding you cannot certify any gray market car in the USA or vice versa. But warranty service can be done to U.S.-spec car in Canada or a Canada-spec in the U.S.  Perhaps this was a trade in vehicle from a Canadian snowbird living in Florida during the winter season?  I’ve outreached to the dealership for clarification.
